Jenkins On Your Desktop: C.F.R. on HeinOnline

HeinOnline has the Code of Federal Regulations going back to the first edition, dated 1938, up to the most current revision. It is important to note that the Office of the Federal Register revises the C.F.R. on a quarterly basis as follows:

  • Titles 1-16 -- contain regulations in force as of January 1 of the cover year
  • Titles 17-27 -- contain regulations in force as of April 1 of the cover year
  • Titles 28-41 -- contain regulations in force as of July 1 of the cover year
  • Titles 42-50 -- contain regulations in force as of October 1 of the cover year

To access the C.F.R., use your last name and member number to log into Jenkins' website. From the either the Member Center or the list of Member Databases, select HeinOnline. Once in Hein, from the Collections list on the left side select Code of Federal Regulations.

Hein defaults to a browse option for the C.F.R. This is useful if you already have a citation or if you want to browse a particular title or a part to a title. From this screen, a year must first be selected from the drop-down menu, then a title must also be selected. A part to a title and a particular section can also entered, but are not necessary.

To search the C.F.R., click on the Search tab below the HeinOnline logo. The search box will appear on the left side of the screen. This basic search will search all editions of the C.F.R. For a more restrictive search, click on "Field Search". In the "Field Search" you can search the text, title name, part name, title number, and part number. "Field Search" will also let you restrict your search by date.
